Oregon Firearm Bills in 2019

Makes owner, operator or lessee of quarry or mine located on property adjacent to Willamette River in Polk County and across river from City of Keizer liable for injuries resulting from bullets that stray outside boundaries of property if, after being notified that bullets have strayed, owner, operator or lessee fails to take reasonable measures to prevent additional bullets from straying.

Prohibits possession of large-capacity magazine 180 days after effective date of Act.

Authorizes Oregon Health Authority employees who work on Oregon State Hospital campus to store personal handgun and ammunition in vehicle when certain requirements are met.

Directs Department of State Police to conduct study on reporting of attempted unlawful firearm transfers and present report on findings to interim committees of Legislative Assembly related to judiciary on or before September 15, 2020.

Allows gun dealer or person transferring firearms, firearm accessories, firearm components, ammunition or ammunition components for purchase at gun show, or business engaged in repairing or servicing firearms to establish minimum age of 21 years for such purchases, repairs or services.

Prohibits police officers commissioned by public university from carrying firearms as police officers outside of police headquarters if public university is located in city with population exceeding 150,000.

Authorizes city, county, metropolitan service district or port operating certain commercial airports to adopt ordinance regulating or prohibiting possession of firearms in public buildings by concealed handgun licensees.

Defines "assault rifle." Prohibits transfer of handgun or assault rifle to person under 21 years of age.

Establishes tax credit against personal income taxes for purchase of qualifying gun safes or locking mechanisms.

Directs Department of State Police to create and maintain list of states that recognize Oregon concealed handgun licenses and require demonstration of handgun competency to obtain license that is similar to requirement in Oregon.

Increases fees payable to county sheriff for issuance, renewal or duplication of concealed handgun license.

Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container except in specified circumstances.

Creates credit against personal income tax for cost of criminal history record check required by state law for transfer of firearm.

Directs Department of State Police to establish voluntary firearm Do Not Sell List using secure Internet website.

Requires law enforcement agency that takes custody of firearms under firearms surrender protocol to establish procedures to notify certain individuals of law enforcement agency's anticipated return of firearm.

Makes shooting range and person discharging firearm at shooting range strictly liable for injuries resulting from bullets that stray outside boundaries of shooting range.

Requires person to secure permit before purchasing or otherwise receiving firearm.

Bans use or discharge of exploding targets, tracer ammunition or fireworks on land owned by public body during periods established by certain State Forester declarations relating to fire danger.

Allows gun dealer or person transferring firearm, ammunition or firearm component at gun show to establish minimum age for purchase of firearms, ammunition or firearm components, provided that minimum age is at least 21 years.

Provides that person subject to certain court protective orders is prohibited from possessing firearms if person had opportunity to be heard on order and did not request hearing, failed to appear at hearing or withdrew request before hearing occurred.
